Abstract

Many skilled immigrants arrive in countries like Canada with high levels of education and professional experience. However, barriers in credential recognition, licensing requirements, and systemic constraints often prevent them from working in their trained fields. This leads to underemployment, where highly qualified individuals work in low-skilled jobs. This article examines the causes, impacts, and policy challenges surrounding this issue, with a focus on improving integration and maximizing human capital.
