Abstract

Military institutions occupy a unique position within modern states. They are entrusted with extraordinary authority, substantial resources, specialized capabilities, and responsibilities directly linked to national survival and security. Because military organizations operate in environments involving organized violence, uncertainty, coercive power, and strategic decision-making, questions of ethics, professionalism, accountability, and leadership assume exceptional importance. Military effectiveness depends not only upon operational competence but also upon adherence to professional values, ethical standards, institutional discipline, and systems of accountability.
